That all persons desiring to use electric current shall file an application with the City Clerk.

City shall furnish normal installation facilities including meters and all such equipment, facilities, meters and connections shall be accessible to City’s authorized inspector for the purpose of inspection, testing and adjusting when deemed desirable by said inspector.

All connections, wiring, facilities and equipment shall be inspected by City’s authorized Inspector prior to customer receiving service and at such other times as are consistent with the provisions of this article. Said connections, wiring, facilities and equipment shall be installed and maintained at all times in conformity with the requirements of the National Board of Fire Underwriters and with the National Code.

Resident home owners may request and receive with approval of the City, underground distribution of service. Customer shall provide at his own expense the necessary facilities for receiving such underground service, including the difference in installation costs of overhead and underground service.

Electric current shall be furnished to residential and commercial users at such rates and charges which shall be from time to time fixed by the City Council, and which shall be at all times sufficient in the aggregate to provide revenues for the payment of all operating costs and all other costs and charges incidental to the operation by the city of the electrical current system.

That any person or persons tampering with a meter or wiring in any manner to avoiding payment of the regular rates shall be deemed guilty of a misdemeanor, and upon conviction be fined in an amount of not more than $500.00.

(a) It shall be unlawful to, without the express permission of the City, receive, transfer, divert, or knowingly permit the transfer or diversion of electric current, which is, provided by the City, from one property or customer to another property which or individual who is required to obtain electric current from the City from a separate connection and/or meter than the property from which or customer from whom the electric current is transferred or diverted.
(b) This section shall not apply to the transfer or diversion of electric current, which is provided by the City, from one customer or property to another customer or property if the customer or property to which the electric current is transferred is legally entitled to receive electric current from the City but is prevented from doing so due to weather, disruption of transmission lines, or other fault or problem in the City's supply of electric current to the customer or property.
(c) Violation of this section shall constitute an unclassified misdemeanor and be punishable by a fine for a sum not exceeding two hundred dollars ($200.00), imprisonment for a definite term of confinement which shall be fixed by the court and shall not exceed ten (10) days, or both such fine and imprisonment.
