Fire hydrants are intended to be used for providing water for firefighting purposes and flushing and maintenance of the water supply system. At times, a fire hydrant may be approved to be used for a temporary water supply for industrial or commercial purposes by Master Plumbers, Paving Contractors, Underground Utility Contractors, Demolition Contractors, Well Drilling Contractors, Household and Landscape Pest Control Firms, Lawn and Garden Services.

A City-owned fire hydrant may only be used by parties to whom the City has issued a fire hydrant meter and permit. Fire hydrant meters and permits will not be issued for use at building construction sites where a water system that has been accepted for operation and maintenance by the City is available.

Whenever any person desires to buy water from a City-owned fire hydrant, the applicant shall make application therefor to the City Clerk or designated representative for the City of Haven, Kansas. Such application shall be made upon forms provided by the City and an applicant shall be required to sign a statement acknowledging and accepting their responsibilities under the City's applicable policies prior to issue of a permit.

Hydrant meters and permits will be issued at the discretion of the Publics Works Director for the City of Haven, Kansas. The City shall also have the authority to refuse service to customers who are found to be chronic violators of the Fire Hydrant Meter Policy. Violations include the failure to report meter readings, exchange the meters on time and make regular invoice payments.

Hydrant meters and permits can only be issued by a City employee and are only allowed to be used within the city limits of the City of Haven, Kansas.

Fire hydrant meters shall only be issued to the specific party who will utilize the meter and who will be responsible for the meter and payment for water usage. No third-party billing will be allowed.

Meters are issued for periods of 3 months. At the end of the 3-month period, the meter must be returned, and a new meter issued. The City will attempt to notify the customer by letter two weeks prior to the 3-month exchange date. Failure to exchange the backflow assembly within the specified time period is a violation of the City's Portable Fire Hydrant Meter Policy. Failure to exchange a meter assembly during the exchange month will result in a $150.00 per month late exchange fee until the meter is exchanged, returned, or confiscated. In addition, if the account is delinquent, a replacement meter will not be issued until the balance is paid in full and all fire hydrant meter permits issued will be revoked and the meter may be confiscated.

The amount of any deposit, rates, and other fees associated with application for a hydrant meters and permit, and the purchase of water through City-owned fire hydrants, shall be set by the Public Works Director for the City of Haven, Kansas.

Fire hydrant meter readings are to be reported on a monthly basis in the form required by the City between the 1st and 5th day of each month. Billings for that service will be due and payable at the city office by the 4th day of the subsequent month. All bills delinquent after the 4th day of the month shall be subject to a 5% penalty.

Failure to provide readings within specified dates may result in a $150.00 fee for no meter read. Readings reported prior to or after the billing window will be noted but not considered as a reading for billing purposes and the customer may still be assessed the meter-no read fee.

Customers shall utilize an approved fire hydrant wrench with the meter assembly to operate hydrants; no other tools or methods of operation are allowed. The meter assembly needs to be supported between the meter and backflow when attached to a fire hydrant.

Fire hydrant meters are to be made available to City personnel upon demand for inspection and verification of reported readings. Failure to produce a meter upon demand will result in revocation of the fire hydrant meter permit.

Customers who return damaged meter assemblies will be charged the actual cost of repair or a minimum repair charge of $100.00, whichever is greater. Damaged condition shall mean any wear or deterioration, beyond the wear to be expected from normal use and operation of the assembly.

In the event of the theft of an issued unit, a police report must be filed. The customer shall notify the City in writing and provide a copy of the police report in order to halt the monthly billing on the meter. Customer will forfeit the existing deposit. If a replacement meter is needed, an additional deposit will have to be paid and the account made current prior to the new issue.
